[Taipei City] To further advocate the concept of “when drinking, no driving, and use designated driver”, MOTC’s Road Traffic Safety Commission (RTSC) and the Taiwan Beverage Alcohol Forum (TBAF) have created a “Designated Driver Counter Card” to be distributed and placed at the cashier of thousands of beverage alcohol selling premises nation-wide such as KTV’s, restaurants, bars and night clubs from today (October 23) onwards. This will remind those who have consumed beverage alcohol to use taxi drivers as “designated drivers” that are able to take party-goers safely home. It will also encourage drivers to learn more about “designated driver” and raise awareness of responsible drinking behavior. It is hoped that these measures will help to reduce incidents related to drunk driving.

RTSC’s executive secretary Mr. Shieh Jien-tain(謝界田) pointed out: “According to statistics, between January and September this year, there have been 176 traffic incidents caused by drunk driving, with 184 deaths, 98 less than the same period last year. The numbers of incidents and deaths are the lowest of the last six years. Moreover, on June 13th this year, the ‘Amendment to Criminal Code on Drinking and Driving’ came into effect. We are very pleased to work with TBAF to introduce the ‘Designated Driver Counter Card’. I believe these measures, from [external] legal means to [internal] the education of responsible drinking behavior, will effectively improve traffic safety and gradually reduce incidents caused by drinking and driving.”

Chief of Taipei City Police Traffic Division Chang Meng-lin(張夢麟) noted that: “After the new amendment was introduced, our division also began to campaign ‘zero-tolerance on drinking and driving’, and to enforce our ‘police officers in every corner, and at all times’ policy. The objective is to correct irresponsible behavior such as driving under the influence and to create a safe traffic environment for Taipei City residents.”

TBAF Chairman Mr. Tim PAECH said, “We are very grateful to MOTC, Taipei City Police Traffic Division, Taiwan Taxi Company, and all collaborating beverage alcohol outlets for their support and assistance, to help foster a general consensus on ‘when drinking, no driving, and use designated driver is the safe way’. The creation of the ‘Designated Driver Counter Card’ is to remind people that, when you have difficulty finding a ‘designated driver’ choose a taxi driver to do the job. It represents a responsible drinking attitude, and your efforts to enhance traffic safety for yourself, your friends, your family and the society as a whole.”

The Taiwan Beverage Alcohol Forum (TBAF) is a non-profit organization dedicated to the advocacy of responsible drinking and the prevention of inappropriate drinking behaviors. It was established in October 2000 by several European and American alcohol companies and media groups, with primary focus on promoting a responsible and healthy drinking culture as our long-term goal. For more information, please check the TBAF website (www.tbaf.org.tw).

“When drinking, no driving, and use designated drivers”— the designated driver could be male or female. The only criterion is that the designated driver should not drink. To put it simply, at a social gathering, before everyone starts to drink, a designated driver must be selected. Entrusted with the responsibility of driving people home, the designated driver should not drink that evening.
